UFT Help is empty. If I press "F1" to launch help part, it's always giving me blank window.
UFT repair had fixed this issue, but after sometime it started giving me blank window.

Try checking the permissions required for running UFT in the UFT Install guide. I have seen where corporate permissions restrict access where you get behaviors like this.
