My Quality Center 10.0 user has project access setup in SiteAdministrator for multiple projects. However, when logged into a project, the user cannot use the Tools>Change Project feature because the menu item does nothing when clicked and does not show the arrow. How do i fix this?

I am trying to archive some QC projects, but one of my users says it is still in use. Is there an easy way to determine if the project has been used recently?
