Yes it is possible.

In order to monitor Azure with PC / SiteScope , you will need the following on the Azure machine your wanting to monitor:

* Name of the machine or IP address
* Full Administrative Rights and Credentials (Id and Password)
* The Azure machine must be in a running state

With the information above, you will be able to create the monitoring in SiteScope and or add the Monitor Profile to Performance Center. The monitoring setup process is the same for real, virtual, and cloud based machines.
