I came across this thread while facing this issuing trying to setup a windows 7 machine as a host for running UFT(qtp) scripts from ALM(QC). Spent about a day trying to figure out the issue (previously followed by a host of issues). You will face this issue if you are setting up the host with partial admin rights and / or have Windows UAC(User Account Control) enabled. I was able to get through this issue by having full admin rights on the machine and disabling UAC. Hope this helps for you.

Yes, I agree. I have seen many people assume they have Local Admin right and UAC turned off for installing UFT/QTP and their patches. Also to start UFT/QTP when a patch or upgrade has been done to ALM/QC server.
