Enable to get New Excel Report

I downloaded from one project excel report and get access to publish to the Azure Devops. But in one of our project Excel report not available, I checked Site Administration ENABLE_CREATE_LEGACY_EXCEL_REPORT is created and value is Y. Could you please help me with that?

This seems like an issue with permissions at the project level. You will need to go into project customization Tools -> Project Customization and first find out what group you are a member of in Project Users (you should only be in one group being in multiple groups can have unpredictable results) then once you know what group you are in you will need to go under Groups and Permissions and look at the permissions for Excel Reports under Dashboard.
