Direct Coverage Status for Requirements

What does a Direct Coverage Status of "N/A" mean? I have seen a few things on the web that seem to infer it means the Requirement is linked to test cases, but the test cases are not in test sets. Is this accurate?

This is the definition of that coverage status:

N/A: The current status of the requirement is not applicable.
The requirement does not have a direct cover status as **it belongs to a requirement type that does not support coverage**
