Error when accessing ALM-PC QCBIN

We are currently using ALM-PC 12.60 and are getting Service Unavailable when accessing qcbin. Specifically we are receiving 503 error stating the service is unavailable. I see ALM service is running and I tried restarting the server but still receive the same issue. Any help on this issue would be great.

Please restart the "Micro Focus Application Life Cycle Management" service running, and verify all of the following are required services and should be running and set to automatic on all PC servers:
