How to Protect R&D Comments

Is it possible to customise R&D Comments that user can add comments but can not delete previous R&D Comments?

Since all the comments are stored in one memo field, it is no possible to protect portions of one field. The only way I can think of is to just lock down the field as read only and code a custom button to add comments. That way the users have not direct interaction with the comments field itself.
