We are trying to configure the Sync QC requirements to TFS Backlog, but I cannot find the "Target Cycle" field in the Field mapping list from QC for the link. The Target Release is present, but there is no Target Cycle.

I have tried to refresh Schema, Cycle services on the HP-sync server, reboot, doesn’t help this field to appear.

This is a ''quirk'' of Synchronizer -- it actually says in the User Guide that the only release/cycle fields used by Requirements synchronization is ''Target Release''.
