I am installing Service Test 11.2 and am getting a screen complaining about Microsoft Office Access database engine 2007.
do I really need MS Access 2007 in order to load Service Test?

You only need the MDAC 2.8 (ODBC drivers for MS Access).

From the readme for ServiceTest 11.2:

The following prerequisite software needs to be installed:

.NET Framework 4

Microsoft Data Access Components (MDAC) 2.8 SP1 (or later)

Microsoft Windows Installer 3.1

Microsoft Core XML Services (MSXML) 6.0

Microsoft Visual C++ 2005 Redistributable Package (x86)

Microsoft Visual C++ 2008 Redistributable Package (x86)

Web Services Enhancements (WSE) 2.0 SP3 for Microsoft .NET Redistributable Runtime MSI

Web Services Enhancements (WSE) 3.0 for Microsoft .NET Redistributable Runtime MSI
