Is it not possible to save a shared action in the Test Resource folder of ALM?

I have a shared action in UFT. I want to save to the Test Resource Module in ALM. However, it is only displaying the Test Plan module as a possible location.

By shared action I presume you mean Reusable Action. An action can only be saved in the Test Plan area. The Test Resources area is for data tables, function libraries, shared object repositories, recovery scenarios, and other resources as shown in the below image: ![alt text][1] A reusable action stored in the Test Plan area can be called from any other test.
