Need to make a graph available to the enterprise for non-QC users.
Anyway to accomplish this?

Yes, this can be done.
Dashboard / Analysis View / Right click on the graph / Copy Analysis Item Public URL.
Paste the URL into a browser to see the graph.

That is correct, the public URL does not consume a QC license.

Looks like this also works in other browsers besides IE. Works in Chrome!

FYI...The same public URL feature is not limited to graphs, the feature is available for reports as well.
