I have encountered this with on client before and the resolution was as follows (this may not be the case for your particular issue but it gives you some place to start looking at (for correct module access):

I hope this helps as it turns out that module visibility can be limited by user group and with the case I encountered for some reason the only group that got availability was one that had no members (something went awry and caused the other modules to get the visibility removed and the resolution was to reset that visibility to the other groups as detailed in the document provided.
Hope this helps and if it doesn't assist I would recommend opening a case with your support provider but this gives some reference to start investigating,
