QTP License Server Question–limit who can use a commuter license

We have a user who wants to use a commuter license. Although anyone can connect to the server and check out a commuter license if they have read the install guide, we want to create a process where they come to a few of us so that we can control who has the commuter license.

You cannot restrict who can get a commuter license. However, you can restrict the percentage of commuter licenses issued. You can reserve license to user groups but not limit it to a commuter license type. You can use the system variable with the option -com.
Commuter licensing uses the same license tokens as other network licenses. To ensure that commuters do not use all of the license, set the -com option of the LSERVOPTS environmental variable to the percentage of license tokens you want to be used for commuter licensing. Once the percentage of tokens has been reached, no more commuter tokens will be issued until others are returned.
