The final solutoin to my problem was derived from CB's response/question.

1. Unistall QC Explorer
2. Uninstall all QC Add-ins
3. Reinstall QC Explorer
4. Run QC Explorer and make sure to Run as administrator

Upon completing this process, QC 10.0 runs correctly.

Another thing that may be the culprit is the remote agent on the QTP machine you are trying to execute tests on. It may have not registered correctly. One additional thing to try is manually unregister and re-register the tool. Run this from the start menu run box, and double check your QTP installation path is you are not using the default:

Go to Start -> Run, and type in the commands one at a time:

Unregister the remote agent (AQTRmtAgent.exe).
Example:
''C:Program FilesHPQuickTest ProfessionalbinAQTRmtAgent.exe'' -unregserver

Reregister the remote agent.
Example:
''C:Program FilesHPQuickTest ProfessionalbinAQTRmtAgent.exe'' -regserver

Did you run QC Explorer using ''run as admin'' when you connected to the server the first time to download and install the QC components? If not it might not have installed correctly.
