It appears that you do not have the proper version of the ALM Administrator source files on your desktop.  This typically occurs when the security team locks the device down from downloading the files and or you do not have admin permission to install the files.  Check with your infrastructure / security team to allow the files to be downloaded to your device.  Most organizations whitelist these files for download and auto install.
