Users with permissions cannot update or delete public favorites

Users with permissions cannot update or delete public favorites. We have gone into **Tools –> Customize –> Groups and Permissions –> Permissions –> Administration** and for "Delete Public Favorite View Folders" and "Delete Public Favorite Views" we have unchecked the permission and checked "By Owner Only" for "Delete Public Favorite Views" this does not seem to be working.

I found the attached KB Article on the Micro Focus knowledge base. The issue was reported in 2015 and updated January of 2017. This is a known problem that has been differed. The solution workaround given by Micro Focus/HPE was to give the user higher permissions. KB Article Marked as spam
