Looking into this further, Visual Studio Tools for Office is needed to install the UFT add-in for ALM only if UFT is not installed on the workstation. You would not need it to use Microsoft Office with ALM.

Notice that it is listed in the required updates for versions 11.50 and 11.52 of the UFT add-in

As I stated before it is not listed on the system requirements page for ALM, the install guide, user guide, admin guide, or for any of the office add-ins for ALM as being required.
