What is SAQ_IS_ACTIVE parameter?

I was upgrading some projects, and while editing my DBID xml file, I noticed a SAQ_IS_ACTIVE parameter in there, set to value Y. What does SAQ stand for? What is the parameter for?

Hello, SAQ is short for SEND ALL QUALIFIED. When set to Y, then automatic email notifications for defect condition changes are sent, as per configured in the project customization. Marked as spam
