What permission allows for Requirements Folder creation

I’ve been through a fair amount of ALM documentation and can’t find this anywhere. What permission will allow a user to create folders in the Requirements tab? If I grant someone all rights this works, but I can’t find the magic combination of sub-rights that allows this. Currently giving a user all rights to Requirements except all the Delete functions, will allow the user to click to create a new folder, but then they get a message that they’re not allowed to create them after that point.

I have tested this in my lab and it seems that you should only need Requirement -> Create and Requirement -> Update to create folders in the Requirements module. The other factors that I can think of off the top of my head that could cause permissions to not work as expected would be... Marked as spam
