HI HomerJ,
From the manuals if you add the following parameter to the Site Configuration tab within Site Admin (will need site admin privileges or a QC admin to do this):

parameter: ENABLE_CREATE_DOCGEN value: Y

then when your users re-log into the the users interface they should now see the Document Generator option under the Tools menu (the drop down selections under the little wheel icon). By default the value is set to N to not show the document generator option.

From HP ALM version 12.x the Document Generator is no longer supported (see rel notes : https://alm-help.saas.hpe.com/en/12.50/online_help/Content/What_New/wn_alm_1200.htm ).
The release notes even remark that this feature is removed, but you can still use it as described above.
The only thing changed is that is no longer supported.
