HP's recommended Database for ALM and ALM-PC is ''MSSQL 2008 SP1'' or ''Oracle 10g R2 (10.2.0.4)'' (32 bit version) and they(HP) also support the use of SQL 2005 SP3 or Oracle 11g R2 (11.2.0.1) (32 bit version).

HP has no preference toward either Oracle or MSSQL, as long as the Database used is one of the 4 listed there should be no problems. So the MSSQL over Oracle is up to you the customer to decide.
