This looks to be an ALM/QC BPT user permissions issue.

Please have your ALM administrator check your ALM user's permissions in the project you are using:

ALM > Log into project > Tools > Customize

Once in Project Customization, verify the following:

1) Project Users > make sure the affected user is only a member of only one User Group. Being in more than one Groups can negatively affect permissions.

2) Groups and Permissions > make sure the one Group the user is a member of has all the required BPT permissions in the Permissions > Business Process Testing tab.
