Try the following:

Click and File and then go down to Options.
In Options window, click on the Trust Center on bottom left and then click on Trust Center Settings button on the far right bottom.
In new window, on left, click on ActiveX Settings.
The setting on right should be set to ''Prompt me before enabling all controls with minimal restrictions''.
If not set to this change it and save/ok all changes and retest your export to excel.

If this does not work, might need to try a repair of Office and/or registering the mscomctl.ocx.
