During creation of the Functional Requirement in HPALM, one of the fields is not visible to some users and visible to others. And it is random (two users belonging to the very same group hit different scenarios – one is able to create new Requirement and sees "FIELD_NAME" field, while another one does not see it. It is also not group related, for Anna is an admin as I am, and she is able to create requirement with this field visible, while I am not.

Copy the workflow that you have in the Req_New to Req_FieldChange. This should set the visibility and veiw order based on the changed value of the field. When you set the visibility in the Req_New workflow it only runs when you initially click the new requirement icon in the toolbar and does not run again until the new requirement has posted to the database.

Once a field is set to not be visible in the workflow it overrides the settings in the UI.
