How are you trying to generate the report, such as through Excel? The error would seem to be pointing to the idea that the report trying to be generated is looking for a basic template associated with the report generation and that particular report template is not currently available to the user. Without more details (such as steps to reproduce the error, type of report attempting to be generated, and the possibly the log files generated from such attempted actions) it is difficult to offer a direct resolution to this issue, as this is a basic error message. With more details it may be easier to pinpoint what is causing the error to be generated.
