We are currently using LoadRunner 12.53 with Windows 7. We need a way to retrieve "controller" level data on Virtual User Utilization. Are there any controller/server/database LoadRunner log files that document the number of virtual users utilized for each load test? Any help would be greatly appreciated.

Logging is not going to provide you with the number of Virtual Users utilized in each load test, unless, you add logic to your scripts to track and report this information using various LoadRunner functions.

The information you require is provided by the LoadRunner Analysis tool. The LoadRunner Analysis tool will provide the number of Vusers for each load tests and allows you to filter data by load generator or by script.

In addition, Performance Center would allow reporting for multiple load test and project reporting. I hope this helps
