New QC Patch not updating on client pc

Installed new QC Patch (P12).
All users but one, have the new patch, old build number from prior patch is noted in Help/About.
http://Server:Port/qcbin/About.htm shows Patch 12.

Using IE 9

Any Ideas?

Check the IE settings for the option to ''Check for newer versions of stored pages is set to ''Every time I visit the webpage.''

*Tools
*Internet Options
*Under Browsing History, click Settings
*Under Check for newer versions of stored pages, select Every time I visit the webpage
