I have several users and I would like a way to track license usage. I am aware of the WLMAdmin tool but that does not give me history of license usage.

We have a user who wants to use a commuter license. Although anyone can connect to the server and check out a commuter license if they have read the install guide, we want to create a process where they come to a few of us so that we can control who has the commuter license.
