Is there a way to run the UFT scripts via vbs file using the runtime engine but not utilize a license?

I am in need to install UFT runtime binaries in a VDI environment. Since this is a VDI environment we need to keep our footprint bare minimum. The script development won't be done in the VDI environment, however scripts will be executed in the VDI.
