QC Express CPU time 100% after adding test resource

I have purchased Quality Center Express edition. I have it installed but every time I add a test resource the CPU usage jumps up to 100% CPU time on the server. QC at this point seems to lock up and I have to restart the service. Once the service is restarted the resource shows up in QC. What is happening from what I can tell test resources should be available in QC Express.
