Hello. To restrict users from accessing the 'Libraries' module in ALM, you will need to access the 'Groups and Permissions', via 'Customize...' in the 'Tools' menu. In the 'Groups and Permissions' is where you will be able to grant or deny access to the 'Libraries' module. Once in 'Groups and Permissions', select the group you wish to block, then select the 'Libraries' tab, which is located within the 'Permissions' tab. In the 'Libraries' tab is where you will find the various permission settings for the libraries module in ALM. This will need to be done per user group, so you may need to add the users you are wanting to block from the 'Libraries' to the same group. I hope this helps.
