The template option is not saving.

When I create a template it is not showing up as being saved, when I go back to find it.

The answer to your problem is found in the Administrator Guide.
In it, please review the section ''Applying Template Customization to Linked Projects''
I think you need to link your Template to your Project and Apply the customization as your 2 screenshots show 2 different projects which would make sense because your 1st one is a Template Project and your 2nd one in a regular project. However, the changes made to the template project need to be applied to a linked project.

So, you need to do the following:
1. Navigate to Tool > Customize> Cross Project Customization in the template project.
2. Select Verify for the user project and Apply Customization, which will result in the new option being available in the user project.
