The workflow is not being honored while running the web client but still works in the desktop client.

This is by design. The legacy desktop uses event based workflow. The new web client uses business rules.

The web client does not trigger workflow events.

I wonder if there are plans to convert workflow code to business rules.

Perhaps, but the comparing workflow to business rules is like comparing apples to oranges. There may be some things that could be converted, but really not a 1:1 conversion.

The best value of the new feature for us would just be use in a read-only mode until the web client interface matures.
