Why can't I add a monitor to Performance Center? My permanent license includes all monitors.

Performance Center 9.52: monitors license issue

When a temporary license is installed in Performance Center, the license will not be deleted when it expires. This has caused problems when attempting to add a monitor in Performance Center. The extraneous licenses must be removed from the Performance Center data base to resolve the problem.

Symptom:
In a Performance Center installation that has valid Monitor License, Performance Center will be unable to add monitors. When attempting to add a ''direct'' monitor (not via SiteScope), the monitor cannot be added and the user receives an error message that the ''Monitor is not licensed or is not installed''. When attempting to add a SiteScope monitor, the monitor cannot be added and the user receives an error message that Performance Center ''Failed to initiate '{monitor name}' monitor.''

Cause:
One or more expired licenses exist in the Performance Center DB and prevent a valid license from being accessed by the Add Monitor process.

Solution:
1) Login to Admin site as an administrator.
2) Navigate to the System Configuration section, License page.
3) Copy the VALID Performance Center License key from the Performance Center License section of the page into a text file.
4) Highlight a license key in the ''Host License'' section of the page. If the license is a permanent license, copy the key and save it to a text file. If it is a temporary key, do not copy it.
5) Repeat step 4 for each Host License.
6) Logout of the Admin site
7) Use a database tool (i.e, MS SQL Server Management Studio Express) to open the Performance Center database. Use either a System Administrator account or the default Performance Center account and password. The rest of these steps assume MS SQL Server Management Studio Express is being used. Other applications might be slightly different.)
8) Expand the Databases entry in the left-bar menu.
9) Expand the Performance Center database entry in the left-bar menu (Default: MI_LRDB).
10) Expand the Tables entry for the Performance Center datdabase.
11) Highlight the ''dbo.GlobalData'' .
12) Right click on the ''dbo.GlobalDadta'' table and select ''Open Table''
13) Find the ''LicenseKey'' and ''LRLicense'' entries in the EntryName column of the table. Use caution with the next steps. You will be changing data in the table. The data in these fields are SEMICOLON DELIMITED.
14) Highlight (click on) the data in the ''EntryValue'' column for the LicenseKey row. Delete any entries that are different from the ''Performance Center License key'' copied in step 3 above. If there are any semicolons, DELETE THEM. There should be only ONE entry on this row. Click on another row to write the data to the table.
15) Highlight (click on) the data in the ''EntryValue'' column for the ''LRLicense'' row. Delete ALL entries. Click on another row to write the data to the table.
16) Exit the database tool.
17) Login to the Performance Center Admin site.
18) Navigate to the System Configuration section, License page.
19) Verify that the correct license appears in the ''Performance Center License'' section.
20) There should be no license in the ''Host License'' section.
21) At the bottom of the page, select ''Add new license'' to add a license to the ''Host License'' section. DO NOT DO THIS IN THE PERFORMANCE CENTER LICENSE section.
22) Copy and paste a Host License key copied in step 4 above.
23) Repeat steps 21 and 22 for each host license if necessary.
24) Performance Center will update the licenses on all hosts. This could take a while. The more hosts, the longer it will take.

Performance Center can now add monitors if the monitors are in the permanent license.
