Why do my .NET agents show as down when there is no load on the server?

Every time there is no load on our .NET agents they show as down. How do I fix this?

a. For Java agents if the agent is showing as down the agent is actually not reporting for some reason that requires log research. b. For .NET agents the agent can be showing as down but is actually still able to report. i. The issue stems from the w3wp not being alive. If it is not active then the agent will show as down. Once it activates the service the agent will show as up. Marked as spam
