We are using some TDAPI/OTA code with Qc and are getting this error:
"You do not have the required permissions to create the Command object. Contact your site administrator to make sure that the relevant Command settings are correct."

any ideas on how to stop this and allow API code to work?

In QC 10 and 11, by default, only users in the TDAdmin group have access to the OTA Command object.
This is necessary to be able to do anything with QC via the TDAPI/OTA.

The Site Administrator optional parameter DISABLE__ COMMAND __INTERFACE controls this.

DISABLE _COMMAND _INTERFACE (no spaces)

If this parameter is set to ''Y'' (default), only users belonging to the TDAdmin group can use the OTA Command object.
If it is set to ''N'', any user can use it.
If it is set to ''ALL'', no users can use it.
