We want to setup ALM to work with a "TNS Client" using a tnsnames.ora file, how do we do that?

We were wondering if we need to involve our Oracle DBA to setup an Oracle TNS client on our ALM server to be able to communicate with our Oracle instance from ALM server. Are there other options?
