Most likely UAC being on is the culprit here.
Suggest you run the ALM client uninstall tool and remove any existing client files. Then disable UAC and reboot (required). After reboot try the client install again by navigating to your ALM home page.
Double check it is 32 bit IE and open IE via run as admin if applicable to your version of ALM (usually the best policy for any ALM version).
That should most likely clear you up. However...
If same comes up, could be IE settings to have checked.
