ALM Client registration issue- RRV.cab file has no digital signature

We have been using HPQC (ALM 11/Patch13)on a server.

We have added few users to HPQC.
While the new user tries to login to HPQC for the first time , he is getting the below error .

Following client components were not downloaded successfully:
1 . RRV.cab :
This file has no digital signature or the publisher is untrusted.
Close all connections to Server and try again.

I have created the issue in my system by deleting QC session from users/xyz/AppData\\Local\\HP .
The ALM client is not installing in my system.

I have tried the following to put a check to the issue. But none of them worked .

The RRV.cab is digitally signed.

The primary certificate and counter signatures are expired.
Install Patch 17.

If you are unable to install Patch 17 (for example, you are just an end user), you can also add **?cancelcrlcheck=true** to the end of the url:

https://yourserver.com/qcbin/start_a.jsp?cancelcrlcheck=true

As a temporary work around (until you can install the patch, which is the recommended fix) you could also turn off the server revocation certificate checks within the IE advanced settings.
