ALM .net license assignment issue

We have ALM 12.55 installed, created a new project, and need to assign ALM .net licenses to the project with concurrent license usage limitations.

When we assign a specific number licenses to the project from the site administration site (Licenses > License Assignments) and test its limitations, users are still able to exceed the license assignment number assigned.

We created a test pool on our current Autopass license server, but it seems to only offer connecting the pool to UFT license usage.

My understanding of assigning licenses to projects or domains is that it is a way to reserve licenses for connections to projects not a way to limit the number of licenses that the project can use.

If you have 100 licenses and you assign 20 to a project those 20 licenses can only be used for the project they are assigned to dropping the number of licenses available to other projects to 80. All 100 licenses could still be used to connect to the project with the 20 licenses assigned.

As far as using AutoPass to manage your licenses that option was added in QC/ALM 15 (tech Preview) and QC/ALM 15.01 (no longer Tech Preview) it is not available in QC/ALM 12.55.
