Can ALM Dashboard items get copied to attached projects? Is there a way to have the reports and graphics in the Dashboard module of an ALM template project get copied over to new projects created based on that template?

1) The only way to copy ALM Dashboard Module entities (Graphs/Reports from Analysis View and Dashboard Pages from Dashboard View) between projects is to open two separate browser instances, each logged into the respective projects, and using the Copy/Paste function between the two. HP ALM does not offer a way to copy these entities to multiple projects at once (so, the Project Selection under Graph -> Configuration is purely for reporting on that particular Graph).

2) Any Reports/Graphs created in a Template Project do NOT carry over to projects created/linked to the Template. Only user groups and permissions, project entities (system/user fields), requirement types, lists, and workflow is carried over.
