In the HP ALM Performance Center installation guide, it only states that the following ports to be open. HTTP (8731) TCP (3333, 5001, 5002, 5003, 54245, 54345)
When a trying to start a test, the test fails to start and I receive the following error message.
Run test failed. Reason: ‘The server is not responding, check configuration, check if request is made to correct server, check if the server is up. Unable to connect to the remote server’

Yes, ports 8080 and 80 are required to be open on a PC Host server.
The following services use these ports.
HP.PC.LTOP.QCOTAOperationServiceWrapper.exe - port 8080
LTOPSvc.exe- port 80, 8080
Plus you will need those ports open to access the ALM client and My Performance Center.
