This sounds like the resource is in ALM and version control is turned on and UFT is trying to update the resource. HPE has a (document that addresses this issue) [].

Basically,

1. Connect to ALM.
2. Open Test.
3. Then go to File -> Settigns -> Resources and make sure that ''Default location (under test directory)'' option is selected.
4. Load the datable from the test.
