Says yellow bar will appear to allow download, but does not appear.
Link does to directly download does not work either.

Try turning off automatic updates.
In Internet Explorer go navigate to > Tools > Internet Options > Connections (tab)> LAN Settings (Button)> Automatic detection Settings (check box, Uncheck it).
