Cross project template should users be passed on to applied to project

When applying a cross project template, I see my custom user groups were added to the project but the users were not. Is that expected behavior?

Hello, Yes, users are not part of the shared items. If you look at the template Customization screen, you will see (Shared) next to certain items. Those items are shared to the project when applied. Users are not part of the (Shared) items and are not carried over. While the groups and setup permissions are, you will have to add users to the groups manually from within each applied to project's Customization screen. Marked as spam
