We have recently upgraded from HPE ALM 11 to 12.01. After upgrading we found that our admin groups that we created were no longer able to "Add Users from Site" unless they are Site Admin. Is there a new permission that is needed to allow this?

This issue has been reported to HPE already

The issue is deferred meaning

The CR has been reviewed and it has been determined that it is a valid request, however we are unable to address this issue at this time. The CR may be reviewed in the future as we evaluate this request against other business needs.
