Yes LDAP over SSL is supported within ALM. I would suggest that if you have access to the HP knowledge base (through either your own log in or through your support personnel) to get the following document (KM 188096) How to enable LDAP over SSL for Quality Center for more details regarding this. (Being this is a protected document I am unable to provide it to you directly, but if you have an HP account or your support personnel, you can obtain the document through those routes).
