I just upgraded my ALM to version 12.20, and I am getting the following error message when I try to restore the project.
Messages:
Failed to Restore Project; Unable to finalize decryption for the following 16 bytes: [ -10, -119, -27, -68, -60, 86, -56, 66, -122, 11, -74, 34, 110, -68, -53, 113, ], 0 bytes were already precessed. Current configuration is: com.hp.sw.bto.ast.security.lwcrypto.LWBlockCrypto[ cipher: AES/CBC, Encoding mode: Base64Url, forEncryption: false, keysize: 256];

If this is the first project that you are trying to restore in the new version of ALM, I have something I would like you to try to see if that resolves your issue. Go into Site Admin in the new ALM and create an empty project. Then log in to the empty project, create a couple of fake requirements, tests, or defects and log out. Locate the project folder for the project you just created using Windows explorer. It can usually be found in the following location - C:\ProgramData\Micro Focus\ALM\repository\qc\Domain. Access the new project folder and then open the dbid.xml file using Notepad or Wordpad. Copy the value displayed in the DB_USER_PASS field, then go into the dbid.xml file for the project you are restoring, paste the value into that field and save the changes. Go back to Site Admin and see if you are now able to restore the project.

Thanks! That did the trick. I was able to restore the project without any other issues.
