Getting error ”Value does not fall within the expected range” when trying to add a new step

In the Design Steps tab within the Test Plan module, we have a user that is on step 115, trying to add a new step, which would be step 116, but they are receiving the following error when they click the Add Step button – "Value does not fall within the expected range".

I have seen this before, and was able to resolve the issue by performing the following steps. Create a new test within the same folder and give it a similar name. Go back into the affected test and copy all 115 steps. Go back into the newly created test and paste in the 115 steps. After you have pasted in the steps, test to make sure you are now able to add new steps onto the final step of the test.
